It's not hard. Almost everybody with half an ear into the scene and the other half into IRC or just listening to the rants in Silicon Valley knows who wrote and published stacheldraht, stream and other tools of mischief.

The US has always been famous for not prosecuting the producer but the user, think of California, beautiful landscapes where u can get friggin shot for smoking a cigarette - think of larg gun manufacturing facilities and kinds going to jail for using their products.

Don't get me wrong - whoever uses a tool, no matter which and of which make, to destroy, kill or just to vandalize things, deserves to face the consequences. Always.

But none of these kiddies would've been able to write a DDoS-Tool itselves, it's the producers that deserve an almost equal punishment.
