Yes, the bill will become public at some point. My guess is that it will surface and be introduced in the congress right after we attack Iraq and lose some of our soldiers, and we are attacked again by terrorists and the N. Koreans are making more noise about nuking somebody or other if the US doesn't give them more respect. At that point the bill will be introduced and the administration will cry that it needs all these powers to protect the law abiding citizens (the well heeled, obedient ones) and, with the thought that anyone not for this bill is a pinko commie terrorist sympathizer ringing in their ears, our representatives will pass it by a huge majority after a prolonged period of debate - 12 minutes or so. (Isn't that what happened with Patriot 1 - sort of?)

Now just having the bill passed is bad enough but if you look closely at the list of folks who are part of the current administration and were previously mixed up in the Iran-Contra mess, you would probably find that it is those same folks who would be in charge of these new state powers.
