Linux is open source and global. Open source means that if somebody wants to make a special version of it, they can. But it is then no longer open source, and shouldn't be called Linux. If Mr Cox wants to make his own version for the US market, that's fine by me so long as he calls it something else and makes it clear that he is not trying to foist US domestic issues on to the rest of us :-(
