I guess this action from Alan is to protect US residents from DMCA, nothing more.

Anyway, in our today's wired world, there is virtually no opportunity to hide something, so don't worry - you (being an US citizen/resident) can download whatever you want, though in discussed case it will make you violator (IMHO, of course).

Actually, this is similar what US-based servers did during strict crypto-regulations - download to non-US locations from those servers was impossible, or you had to "sign" that you are US resident etc. So if US were so strict, why someone else cannot? Or I miss the point? :)
