The difference with this plan, is that it is a strategy to both engage security vendors and affected software vendors. Some of the posts here are correct, there are 'responsible' disclosure policies out there. However, vendors do not subscribe to these policies, only the people that discover the vulnerabilities. The aim of the new plan is to draft some type of agreement that everyone involved is happy with. Lets see what happens with it.
