Experts agree that the Internet's domain name system is insecure, but can ICANN do anything about it?

Let's see... Every country has a TLD, reachable and usable everywhere. They each have policies, more or less restrictive than others.

Network security is handled by several tens of thousands of individuals, companies, research institutes and agencies, who communicate between each other, more or less, and solve common problems.

So, can someone explain why ICANN exists?

ICANN has manufactured an "artificial scarsity" to ensure its own existance. If ICANN vanished tomorrow, not only would there be no harm, the only people who would even notice would be the web maintainers who had to change "www.cnn.com" links over to "www.cnn.ga.us".

What a bunch of whining control freaks. Oh, but so *wealthy* whining control freaks, and oh so successful in bringing fear to the people whos lives they rule.
