ICANN's mission is not only comprised of conflicting objectives but the issuance of TLDs to provide order to the Internet is a both illogical and statistically impossible. ICANN tries to promote competition while protecting trade names and does horribly at both. The TLD does nothing except add to the users need to know the correct URL. Adding TLDs is supposed to increase the availability of effective domain names but existing owners get first option. What is the probability that a person can know of the domain name and correct URL. They aren't even needed as the methods of site identification have nothing to do with effective names.
To understand the problems and how ICANN can into being one only need to look at the Information Superhighway and the Clinton Administration's need to win the 1996 election. Everything Clinton did made no sense and was nothing more than a cover-up and follow-up to campaign promises. The Telemedicine initiative and National Telecommunications Act of 1996 are great illustrations of an idiot's need to bolster the economy without an effective plan to do it.
