Once again. Unsecured "zombie" machines are dangerous and can easily be used for distributed denial of service attacks. The ISP is responsible for providing a pipe and keeping it clear. You wouldn't use a sewer provider that didn't provide an unobstructed pipe, why should you use an ISP that has big obstructions.

Sendmail should not be run on an internet connected home user's machine and with all the 1000s of Linux distro's there are 3 firewall configuration programs, ipfwadm, ipchains, and iptables.

I'm not recommending that ISPs support Linux firewalls but I agree that ISPs should actively support and recommend firewalls due to the fact that they are necessary for the health of the internet.
