To date, no terrorist act has ever shown ANY evidence of attempting to leverage their destructive effects by triggering cascading effects upon complex interdependent critical infrastructure systems, and exploiting these vulnerabilities in our civilization.
Information on this concept was very prevalent in 1999, as the Y2K computer bugs threatened to cause simultaneous and cascading disruptions of this nature. Some even reasonably feared "The End Of The World As We Know It" or "The Day The Earth Stands Still." This Y2K theme is still posted at: http://www.nwc.navy.mil/dsd/y2ksited/y2ksite.htm
Y2K was an actor, not a threat. The terrorists have now identified the vulnerabilities that Y2K highlighted, and are now plotting to inflict an artificial Y2K-like shutdown of Western Civilization.
In light of this new revelation, why isn't President Bush calling for American families and communities to prepare, (like for Y2K): Stockpile food, water, medicine, battery light/radio, backup heat source, and other emergency preparedness measures? These civil defense measures would increase our ability to withstand the threat of a Y2K-like "shutdown". Also, President Bush should now praise and highlight Y2K preparationists, as persons to be emulated, as a crucial element of the War On Terrorism. Why wasn't this done in the State of the Union address?
