In addition, *former* crackers can be extremely valuable to companies in securing their networks. Limiting the ability to work for people with this knowledge, who may have made mistakes in the past but have a desire to do good, would only encourage their continued misuse of their knowledge.
I also do not believe that writing viruses should be illegal, but the usage of these viruses should. If you can't discover new ways that computer viruses may affect your systems, other people *will* who have no regard for laws in the first place.
