From the description of the problem the only time folks don't get through is from hotels. The hotels route calls from the rooms through a PBX (usually at the hotel) and out to the local telephone exchange. Your hacker is not manipulating the public switched network, they are intecepting at the PBX. Nobody from Sprint told you this?
