The concept is nice (button up) but it doesn't translate: You don't just pass in the night and see that someone has a vulnerability. In most cases, and with most vulnerabilities, it happens because people are looking in the first place. If they weren't looking, they wouldn't know it was there either.

In the few cases where a vulnerability is exposed through normal use, I agree that merely promptly reporting the discovery should not make one guilty of a crime.
