"They're going to lose smart people -- how are they going to manage without using Indian software developers?"
Then in the same breath said;
"Nobody is really worried about this policy because defense contracting jobs are the least attractive."
Does he really believe that foreign nationals taking the "least attractive" jobs are the only ones qualified to do the work?
In many cases Foreign national hires are used as a strategic tactic to increase corporate profit margins and have more to do with payroll than qualifications.
In the US Defense industry the profit margin is already so slim that employers are often reluctant to pay the higher fees for a qualified US national when an H1-B visa holder or foreign national is so much cheaper.
