Some computer security professionals are already feeling the pinch from a new Defense Department policy discouraging contractors from hiring non-citizens. The Pentagon says it's about loyalty; visa holders call it classic xenophobia.

Lastly, there's another slant that hasn't been addressed: While accusations of xenophobia, nationalism, or what have you will and are being leveled, ostensibly one of the most liberal and diverse European populations forbids the same sort of importation of workers, namely Switzerland (I'm Swiss born, but American for 25 years now). When I visited my folks a few months back, I saw dozens of jobs for sysadmins, 'NT specialists,' security practitioners, etc. And such a diverse, multilingual country as CH doesn't even HAVE an equivalent to the Green Card, nor is immigration/naturalization nearly as easy--it simply makes economic and legislative sense to make sure your citizens are employed, if employable, which is hardly the case here.
