Being American does not protect you from being disloyal to your country, being a US citizen does not protect you from doing a shabby job. In fact, goons like Dr. Bill Hancock or Steve Ahab Gibson prove every day that there's real morons posing as good American security minded citizen, endangering the security and safety of governmental institutions much more than, e.g. the dutch coder team which recently reworked a large amount of the DoE safety process, effectively improving security and safety there.
What it boils down to, is the question of who's suited for a specific job, simply based on diligence, education, expertise, experience and client focus, and that's something that cannot be determined based on citizenship.
