Technologically, the security agencies are beyond the courts. This leads to abuse. The abuses are quite particular, because the level of information on each individual to be controlled is detailed. An axiom of science is that if something can be observed, it can be manipulated. The intent is to create a controlled situation whereby all essential elements are controlled- artists, environmental, civil rights leaders and more easily manipulated politicians- without revealing the fact of control other than a general feeling that something's fundamentally wrong. The general feeling leads to armed response as flakes act on the feelings, feelings which happen to be true, but not provably true to the majority, though the majority feels it could be true due to the general feeling. The actions by flakes result in a more expressive crackdown, eventually bringing the majority along. It'll all be straightened out eventually, the only question is whether pressing global matters are dealt with in time. The time spent in distraction can perform a global wipeout as industry takes advantage during the swing time.
