Did anyone ever stop and asks why we are just shuffling a broken department from one cabinet to another? As someone who used to wear a Special Agent badge and work hacker cases, I can tell you that most of the NIPC is staffed with a bunch of mouth pieces who have never seen a unix prompt let alone have any real experience in information security. Since the formation of the NIPC, what real contributions have they provided other than to hype up stuff they really don't understand to propogate their own existence. There are a few very talented folks in there but they are far and few in between.

Why don't we create an agency with some really smart and experienced people who has some real keyboard experience to combat the cyber threat? Hell, it takes a white hat to catch a black hat.. Lets do it!
