The NYT reporter who published the PDF document is the

only person who could conceivably have responsibility

if anyone dies because of this incident (other than his

superiors who authorized publication), since it was

he who published the information. Any other conclusion

would have to be based on the assumption that people in

3rd world countries are stupid, because the information

was already out that the actual names could be recovered

from the document, and any teenager with a bit of knowledge about computers would be up to the task.
