I didn't know that there are /16s still available, given how fast the Internet has spread (or exploded). I do agree that the very least ARIN and Internic owe their customers, who are presumably large orgs and ISPs, is issuing them a certificate that they can use to sign their e-mail communication. Any communication by snail mail should be avoided once the digitally signed authentication procedures are in place.

In turn, the large ISPs should issue digital certificates for their own customers, of course.

Hopefully, the challenge of providing and managing digital signatures on a scale as yet unattempted should give the Open Source community a historical opportunity to do what it does best - innovate, and innovate effectively.
