The EAS system is the SAME system used by the National Weather Service on the so called "All Hazards Radio" (Weather Radio) that almost everyone is familiar with.

Its hard to describe how BAD this technology is. Not only that but there was a huge patent fight that the Government won. Believe it or not NOAA, the FCC, and the Patent Office are all part of the Dept. of Commerce. See http://www.quaddimension.com/ for the former patent owners opinion.
