The FCC-mandated network that lets officials interrupt radio and television broadcasts in an emergency is wide open to electronic tampering, and the government has no plans to fix it.

This is pretty famous, so it is not just something that "old guys" have heard of. The announcer was Orson Welles. The problem was that the adaptation was in the form of a news broadcast, leading to confusion (especially for people who arrived in the middle of the program). In New Jersey, where the Martians were supposed to be attacking, there were traffic jams - from people trying to escape the terror and people attempting to see the aliens.
