Military infrastructure, where security and reliability are of the utmost importance, should not always be treated like other government projects and farmed out to the lowest bidder. Who the hell let those cost-accountants in the War Room anyways? :>)
For military systems at least, I would opine that proprietary technology is a better solution than open-source or purely standards-based systems, due to the inreased security and reliability benefits.
