So what happened was the person in the business with the most pc experience was the guru and he/she (most likely he, guys seem to like electronics more) became the IT department. no skills, no job description, no plan, just keep the machines running.
Many businesses still have this type of an IT department because its too hard to fire someone like that since they've been in the job for 20 years now.
