Im pretty sure that to be guilty of a crime in uk requires some dishonesty. If your not acting "dishonestly" your not going to go down. If you make something intending it to be used for a dishonest purpose, even if it may have many "legitimate" uses, and that is your primary motivation I guess you might get a knock on the door.

I also bet that if the manufacturers of the previously mentioned coathangers, glass cutters, guns etc made them with "special features" for criminals that want to use the product. If maybe they changed it and improved it so it could get into the latest model of car, for example, they might also expect a visit from the law or face some legislation.
