I imagine the fun loving guys at the NSA in Ft. Meade either have back doors on several off-the-shelf type encryption programs, know somebody who knows a back door, or have the computing muscle to crack the weaker formats. And surely, the NSA would have no problem co-operating with an FBI request for a suspected terrorist.
