expertise is lacking in that quarter to draft laws which can ban
"weapons" without impeding security work?
Civil liberties and human rights do not exist for the convenience of
prosecutors. Indeed they exist to make a prosecutor's life hard, and
should. There is much historical reason for this. Passage of new laws
in this way is a crutch desired by prosecutors. Rather, they should learn
to identify those who do attacks, as they have been slowly doing, and
embrace technical changes which increase the security of the net and its
components, rather than seeking to destroy it to make their jobs easier.
If they understood the issues, they would realize their very stands on
encryption and traffic monitoring have greatly diminished the very safety
from these "cyber weapons" about which they now complain.
