Encryption, steganography and such stuff is still there, and, after all, only stupid criminal (or terrorist, or whoever) will use public communictaions in clear text to transfer secret or important messages - it is far easier to make a call, make an appointment, meet in city center and talk (if this is _really_ important and secret).
There are some cases when monitoring may help to catch someone, but... Minority. Ask for statistics - how many cases were solved because of monitoring - I am quite sure it is far below 1% of total number...
There is another problem - abuse of monitoring. Some not really honest will use all those taps to spy on innocent (perhaps, on behalf of criminals), so...
Also... There was a lot of information regarding Sep 11 attack, long ago before this happened, but it happened...
Still believe that monitoring will help? Dream your dreams - that monitoring will protect you...
