How narrow your view of identity theft. What about the people who get their SSN and name stolen and sold to illegal aliens and the IRS goes after the real victim for back taxes or worse, with a felony warrant. Do you think a lawyer might be necessary then? Of course you could pay little or nothing for the service but you get what you pay for. Be prepared, find a PrePaid Legal representative and find out if they offer what you are looking for. Chances are, they do. Best of luck.
