No, he probably wouldn't, but the suits can fit him up for it easily.. prooving again that they are above the law!
I suspect the 'offender' was very carefull to _not_ break the law, knowing full well that they neednt give the suits any real amunition to come after them with.
The US govnment is one of the (if not _the_) bigest war machine in the world. Their war machine makes them a lot of money out of other peoples misary, and as has been said once already on this thread, the public just get in their way! :(
