Reason why we're just hearing it now, is the fact that the accessibility of altering the CID data is getting closer to the end user.
CID altering is used constantly by various carriers to represent one single caller ID, for a group of lines. For analog lines, it's your telco that does it for you. However, where it gets a little similar to voip, for digital lines (ISDN/PRI), it's the customer's equipment that is responsible to handle this.
