No publically available IRC Bot uses any exploits that arent already patched. If internet users as a whole were more security savy then bots like Phatbot, Agobot, Urxbot, RBot and the like would have little to no effect.
I think the solution is simple...Ban all stupid people from using the internet. Have all those broadband users answer a skill testing question before establishing a connection to the internet (applies to both Cable and xDSL)
