The only reasons that you don't see so much killings is that it is expensive. You have to buy the gun, you can't hide easily, shots are traceable and you can't control 3000 guns at the same time (unless you are a warlord and enough money).
As long it is easy and cheap to launch an DDoS such attacks will exists.
No matter if you are required to carry a license or something else. Unless each user/owner is made liable for any damage caused by his PC... but who is crazy enough to pass a law like that?
