The publicly released draft of the President's policy on securing cyberspace estimates that 85% of the nation's "Critical Infrastructure" is managed by private companies. At the same time, the vast majority of "recommendations" included in the draft policy are addressed to the federal government. I find it interesting (to put it mildly) that the same Bush administration policies that drive a "hands off" approach to regulating business would extend to the nation's critical infrastructure. I'm not sure what "market forces" the administration thinks will drive the operators of this privatized critical infrastructure to make security a top priority.
