Would it be a nusance if some "kid" (i.e. non-organized criminal) hacked into a bureau and obtained a huge # of credit reports? Sure.
Would it be as dangerous as an organized criminal entity with a plan purchasing 5,000 reports with the specific intent to commit fraud against all 5,000? Probably not.
