Academia is notorious for this as once someone is tenured there they act as though nobody can touch them, that they don't have to follow the same rules...
Lets put those in charge (not the poor IT schmucks, but the Exec Management) of the compromised systems up on the pedestal they have coveted for so long!
Short-sidedness, arrogance, and "in the name of research" has once again cost the taxpayers money and grief.
