Until Wednesday one of the best public sources of information on how to use a stolen credit card number, forge a drivers license, defeat a burglar alarm or silence a firearm was a website under the control of the U.S. Secret Service.

The site was left active in order that the SS could harvest the passwords of all the users, possibly because the MD5 hashes in the user database were removed. The Secret Service is also completely unaware of the (few) intricacies involved in forum administration using phpBB, which might explain why so many forums were left public.
