They don't have enough to make the charges stick on the hundreds of other leads they have right now so they'd rather just continue monitoring them, find out where they regroup, and 'em down again.
It's kind of like al qaeda, and the feds. They face a real moral dilemma on when they uncover something like this as to whether to bust them immediately and prevent any more victimizations, or lie in wait and watch the ants go back to their colonies so they can harvest the bonanza queen ant. I doubt they're done.
