If prosecution is brought against him for the toolkit, then the the manufacturer of the compiler/assembler/linker he may have used should share the docket with him.. (tools, aiding and abetting, 'used in the comission of a crime', etc. would reasonably apply, I should think.) So, it probably won't c...
