Web-based caller I.D. spoofing is back, and this time it's available to everyone.

No. Whatever carrier this site is using to complete their calls, has (if they provide 911 service) their own E911 trunks and the call technically should go out on those trunks, so it wouldn't be hard for the PSAP to determine this 911 call is coming from "the call spoofing company"....
