Exactly the point I read in the article. they are Russian Citizens. They are entitled to the protection of Russian laws, which the FBI had a complete disreguard for in their "tactics."

Depends entirely on where their cells were located. ie If they were in England, for example, or France, the FBI would need to get the permission and assistance of the English or French Governments / Law Enforcement agencies before taking any action on the terrorists whatsoever.

From what you are saying here it could be taken to mean only the American people have any rights to be protected by their countries laws. Is this waht you are saying?
