"Constituency" is a nice way of saying "the people who own me." The open source community simply doesn't have the money required to buy back the legislators that MIcrosoft (and the other big software houses) already own. The only way things will change is if it becomes a liability for a decision-maker to back an insecure product. Right now, it's just good business.
