Most "cyber-attacks" are invisible and simply don't affect people's lives that much. Code Red, Nimda, and Slapper were all a Really Big Deal to those of us in the computer security field, but who else lost sleep over them? None of my friends, that's for sure. Stories of computer attacks and "digital Pearl Harbors" fire the imagination, but when one actually happens it just doesn't have the ability to shock the public that a conventional terrorist event does. This isn't lost on the terrorists. They're looking for maximum shock value for a minimum of money and effort.
