I'm really disappointed in you.

Instead of complaining, come up with a better way. How do you recommend that an HR droid pick a suitable person? The person doing the hiring does not have the time to do a technical interview with every applicant. There has to be a way to separate the wheat from the chaff. What do you recommend?

How do you recommend that companies who have to endure the bidding process raise the profile of their staff? If certifications aren't used, are you willing to sort through the resume of each and every technician employed by the bidding companies? There has to be an easy way to determine the amount of talent and knowledge on the staff of a company seeking to win your favor. What do you recommend?

Until you come up with a better way to determine, without extensive interviews and lab exercises and work samples, how well qualified a person is, quit your impotent whining, quit crying in your beer, and shut your pie hole.
