Why on earth would you ask an HR staffer with no technical or security knowledge to select candidates for a security position ?
Stating that certifications are good becaue they make it easier for HR to choose candidates is silly - it's patching a broken system that badly needs a rewrite.
The only way to effectively hire staff is for HR to do nothing more than collate all the applications and forward them to the manager who will be supervising the new staff member; that person, who should know something about the job, chooses the candidates for interview.
No need for certifications, no need for lengthy briefings with HR. Just managers doing their jobs.
