I think the answer is to get certified then. If that's what it takes to get HR to consider your resume, then that's what you have to do. Once you get past the screening process you can tout your experience and expertise in the field and win the job.

If the people doing the hiring are expecting certifications, then it makes sense to get certified. Doesn't matter if it is right or wrong. It's just the way it is.

From their perspective, they could ask the question "If you're so much more qualified then why don't you have a certification?"
