This sounds like pure bullshit. If in fact this hicktown in WA has plugged their 911 emergency response system into the internet to save dollars, they should be investigated by the authorities. A one in a million worm creating congestion is nothing compared to the daily outages and normal congestion and problems with internet access.

I cannot believe they are relying on something as unreliable as the internet for something so critical. It must be against some regulation if they are.

What do they do when routers blow, or power goes out, or normal congestion occurs? What difference did the worm do that doesn't happen all the time.

Sounds like nonsense and in an effort to garner attention hickville WA inadvertantly revealed their negligence in this matter.

I demand an investigation into how their emergency service is set up!
