Whether cyberwar during armed conflict is legal or not will depend, of course, on how it it conducted, what is targeted, and what the effects or what is targeted is on the civillian population. We must make sure that, if we do conduct cyberwar (which I doubt we will in this conflict) that we have developed TOOLS that can be sufficiently limited in accordance with the Geneva convention.
