Not only is it self contradictory, the author pointing out that security holes occur in both high-level and low-level languages with a very high frequency, but it frequently slips into sermon territory.
The real truth is that people developing software need to think about security, and need to be adequately trained and informed. Suggesting that using high-level languages is a way to make programmers better programmers is utter nonsense.
As a programmer who uses a wide range of languages on a wide range of platforms, I can safely say that my code is generally as code as my brain is on any given day, and has very little to do with my choice of tools or language.
