I've seen programmers of all experience turn out massively overweight "solutions".
The point is that good tools should help *prevent* the less witty from committing the more offensive sorts of errors and *support* the talented programmer in coming up with efficient, concise, maintainable, correct solutions.
C/C++/Perl/PHP/Java etc. are all woefully inadequate in this regard.
