In a sense they are both high *and* low level languages. High because they provide high-level constructs (e.g. object management) and low because they continue to provide low-level constructs (e.g. adding an arbitary number to a pointer). A pure high-level language does not provide the ability to use these low level.
This is both the power *and* the weakness of C/C++
